State Census Office Announces Outreach Partners
SACRAMENTO – The California Complete Count – Census 2020 Office announced Tuesday, 10 community-based organizations that it is partnering with to encourage participation of all Californians in the U.S. Census Bureau’s 2020 decennial count.
Tuesday’s announcement is the first of three sets of contracts that will be awarded to support the State’s community outreach and communication strategy for the 2020 Census.
The State’s campaign focuses on Californians least likely to participate in the Census and relies on trusted messengers – such as community organizations and local media outlets – to spread the word.
“A complete and accurate count in California is daunting because the State is large and diverse, but it’s encouraging to see the truly collaborative partnerships the State is making with key groups, said Ditas Katague, director of California Complete Count – Census 2020. “We all need to be counted – the future of our state depends on it. I have no doubt these organizations will help us get to our goal in 2020.”
The state Census Office grouped California’s 58 counties into 10 regions based on their hard-to-count populations, like-mindedness of the counties, capacity of community-based organizations within the counties, and state Census staff workload capabilities.
Totaling $22.95 million, with an additional proposed $10 million from Governor Gavin Newsom, the awards announced Tuesday go to administrative community-based organizations that will target hard-to-count populations within each region.

By May 2019, the organizations will submit strategic plans, detailing how they will perform their outreach and what groups they will work with.
Later this month the state will announce a new group of outreach partners – community-based organizations that focus statewide outreach on specific demographic groups considered particularly hard to count. These include:
- Latinos
- African-Americans
- Native Americans and Tribal Communities
- Asian-Americans & Pacific Islanders (API)
- Middle-Eastern North Africans (MENA)
- Immigrants and Refugees
- Farmworkers
- People with Disabilities
- Lesbian, Gay, Bisexual, Transgender, and Questioning (LGBTQ)
- Seniors/Older Adults
- Homeless Individuals and Families
- Children Ages 0-5
- Veterans
- Areas with low broadband subscription rates and limited or no access
- Households with limited English proficiency
- Other Demographic Population as identified
California leaders have invested $100.3 million toward a statewide outreach and communication campaign. Governor Newsom’s 2019-20 proposed Budget includes an additional $54 million to bolster the State’s efforts. In total this is a proposed $154.3 million investment for the 2020 Census.
