Environmental Financial Advisory Board (EFAB)
The Environmental Financial Advisory Board (EFAB) provides ideas and advice to EPA's Administrator and program offices on ways to lower the costs of and increase investments in environmental and public health protection.
- Lowering the cost of environmental protection;
- Removing financial and programmatic barriers that raise costs;
- Increasing public and private contribution in environmental facilities and services; and
- Building state and local financial ability to meet environmental laws.

- selected federal employees; and
- members of environmental, tribal and non-governmental organizations.

April 2024 Public Meeting with Webcast
A public meeting of EFAB with webcast will be held April 10-12, 2024. The purpose of the meeting will be for the EFAB to discuss current advisory charges, provide updates on previous EFAB deliverables, and to learn more about the Administration’s infrastructure investment opportunities. The meeting will be conducted in a hybrid format of in-person and virtual via webcast.

- April 10, 2024, from 9 a.m. to 12 p.m.
- April 11, 2024, from 9 a.m. to 4 p.m.
- April 12, 2024, from 9 a.m. to 12 p.m.
- Location:
The meeting will be conducted in a hybrid format of in-person and virtual via webcast.- In-person: Residence Inn by Marriott Arlington Capital View, 2850 South Potomac Avenue, Arlington, Virginia 22202
- Webcast: Information to access the webcast will be provided upon registration in advance of the meeting.
- Registration: Interested persons who wish to attend the meeting must register by April 3, 2024, to attend in person or by April 8, 2024, to attend via webcast. Pre-registration is strongly encouraged.
- Public Comment:
- Oral Statements: In general, individuals or groups requesting an oral presentation at a public meeting will be limited to three minutes each. Persons interested in providing oral statements at the April 2024 meeting should register in advance and provide notification, as noted in the registration confirmation, by April 3, 2024, to be placed on the list of registered speakers.
- Written Statements: Written statements should be received by April 3, 2024, so that the information can be made available to the EFAB for its consideration prior to the meeting. Written statements should be sent via email to the EFAB email box (efab@epa.gov). Members of the public should be aware that their personal contact information, if included in any written comments, may be posted to the EFAB website. Copyrighted material will not be posted without explicit permission of the copyright holder.

Water Affordability
The Board accepted a charge from EPA’s Office of Water on October 25, 2023. With this charge, the agency looks to support communities in their affordability efforts and requests the Board to provide recommendations in ways EPA could accomplish this goal. The workgroup members are:

Investment Tax Incentive for Water Reuse Infrastructure
The Board accepted a charge from EPA’s Office of Water on October 25, 2023. The Bipartisan Infrastructure Law established the Water Reuse Interagency Working Group and the Consolidated Appropriations Act, 2023 then tasked the agency and working group with conducting “a study on the public benefit of a potential federal investment tax credit to support private investment in water reuse and recycling systems." The proposed charge asks the Board to conduct that study. The workgroup members are:
