2019-08 General Management Plan Amendment Draft Environmental Impact Statement


The draft EIS is available for a 45-day public review and comment period. This comment period will also satisfy the public involvement requirement under the National Historic Preservation Act. The draft EIS analyzes six alternatives from 20-year agricultural lease/permits with diversification and increased operational flexibility, to reduced ranching, no dairy ranching, and no ranching alternatives. This plan also addresses long term tule elk management in the agricultural lease/permit areas of the park.

Comments may be submitted online via this website by clicking on the "Comment Now" button, or by mailing or hand delivering comments to: GMP Amendment c/o Superintendent, Point Reyes National Seashore, 1 Bear Valley Road, Point Reyes Station, CA 94956 or at one of the public meetings.

Comments will not be accepted by fax, email, or any other way than those specified above. Bulk comments in any format (hard copy or electronic) submitted on behalf of others will not be accepted.

Comments that provide relevant and new information with sufficient detail are most useful and are referred to as substantive comments. A substantive comment is a comment that does one or more of the following:
-questions, with reasonable basis, the accuracy of information in the EIS;
-questions, with reasonable basis, the adequacy of, methodology for, or assumptions used for the environmental analysis;
-presents new information relevant to the analysis;
-presents reasonable alternatives other than those analyzed in the EIS; or
-causes changes or revisions in one or more of the alternatives.

To be most helpful, the NPS is seeking your input on:
-environmental issues/impact topics analyzed;
-alternatives, including mitigation measures which could reduce potentially harmful effects; and
-the information used to describe the affected environment and environmental consequences.

Non-substantive comments include those that:
-vote for or against a potential management practice, tool, or alternative without giving reasons why;
-agree or disagree with laws, regulation, or NPS policy;
-discuss other projects or other areas; and/or
-contain vague, open-ended statements or questions.
