Maryland Energy Storage Program Workgroup
In May 2023, Maryland became the 10th U.S. state to establish an energy storage target. The legislation, HB 910, requires 3 GW of energy storage to be deployed by 2033, with interim targets in 2027 and 2030.

Of immediate concern to the state’s Public Service Commission was a requirement to report back to the General Assembly important details of the brand-new program by mid-December – an extraordinarily short time frame. By law, the report must include “pending designs… and any additional statutory changes required to fully implement an effective [program].”

EPDI is now working closely with PSC Staff to design a comprehensive program to achieve the state’s target equitably and cost-effectively, while enabling the PSC to oversee an efficient process involving many stakeholders and perspectives. EPDI’s work to date has drawn praise from both PSC Staff and stakeholders, and has focused on the following:
Establishing a shared vision and structure for Workgroup deliverables;
Identifying critical design questions to shape the scope, terminology, vision, design principles, and general structure of the program;
Organizing stakeholder input and facilitating Workgroup meetings.
Delivering the interim report to the Maryland PSC which was then submitted to the General Assembly
