Background on South Coast AQMD's Permitting Program
The South Coast AQMD's permitting program has been established to implement the requirements of the federal and state Clean Air Act (CAA), the Air Quality Management Plan (AQMP) and air quality rules and regulations by specifying operating and compliance requirements for stationary sources that emit air contaminants. In order to comply with federal and state CAA requirements, all major and non-major sources in SOCAB are subject to "no net emission increase" and BACT and/or LAER source-specific, prohibitory and toxics rules (federal, state and local) as well as other applicable requirements.

Permit Types
The most common types of applications filed at South Coast AQMD are for Permit to Construct (PC) or Permit to Operate (PO). Prior to installation of new or relocated equipment, or prior to modification of an existing equipment, the operator of the equipment is required to obtain a PC from the South Coast AQMD. Once a piece of equipment is installed, modified and/or operated, South Coast AQMD processes the application for a PO. In cases where equipment is installed without a prior PC, the South Coast AQMD also processes the application directly for a PO. In cases of Off-the- Shelf type equipment, the South Coast AQMD issues a one-step PC/PO.

Types of Permit Applications

Permit to Construct (P/C): for a new or relocated equipment as well as alteration (both physical modification and change of operating conditions) of existing equipment. These applications always receive a high priority for processing.

Permit to Operate (P/O): for equipment that is installed and/or is operated with or without a prior P/C (a prior P/C or in cases where no prior P/C was issued, the application acts as a temporary P/O until a final P/O is processed).

Change of Conditions : for changes to the permit conditions, such as operating limits, monitoring and recordkeeping requirements, and other permit requirements.

Alteration/Modification: for changes to the equipment or process.

Change of Operator: for change of operator for an existing permit.

Plans : required under some South Coast AQMD rules and regulations (i.e., RECLAIM Rule 2009, Excavations Rule 1150, etc.) for compliance demonstrations and are subject to South Coast AQMD approval.

Emission Reduction Credits (ERCs): for issuance of ERCs generated due to equipment shut down or over controls.

Title V: required for initial issuance or subsequent revisions of Title V facility permits.

RECLAIM: for facilities subject to the REgional CLean Air Incentives Market.

Permitting Program
All applications for Permit to Construct and Permit to Operate are evaluated for compliance with the prohibitory rules, one or more source specific rules, new source review rules for criteria and toxic air contaminants and other applicable rules and regulations.
In addition, all applications must meet the requirements for Public Notice, if applicable. Public notices are required for facilities that have risks or emissions that exceed the specified thresholds or for equipment located within 1,000 feet of a school. All such public notices are distributed to the communities near the project and parents of children attending nearby schools and are subject to a 30-day public comment period.
For Title V permits, public notices are required for Initial Title V permits, Renewals (five years) and Revisions. For Title V permits, in addition to the 30-day public comment period, there is also a requirement for a 45-day review period by EPA. Title V permits can only be issued after the public notice period is concluded and after taking into consideration any comments received during the public and EPA comment periods.

Do I Need a Permit or Need to File for Rule 222 Registration?
To determine if your equipment needs a permit or is subject to a filing requirement:

Check South Coast AQMD Rule 219 to determine if the equipment is exempt from requiring a permit.

If the equipment is exempt as per Rule 219, check Rule 222 to determine if the equipment is subject to filing requirements.

How Do I Obtain a Permit

To apply for a permit:
Submit Form 400A, Form 400-CEQA and a supplemental Form 400-E-xx (for certain equipment type) for each equipment along with applicable fees. See the Common Operations and Equipment for a list of equipment with respective forms and contact information.

Online Application Filing
South Coast AQMD is pleased to introduce a new online permit application system for businesses. Using our new online system, eligible applicants will be able to apply for and obtain, via email, a valid Permit to Operate or Registration.
Benefits of the Online Application Filing Program:

The online application process should take around 30-40 minutes to complete and obtain a Permit to Operate compared to the several weeks/months long conventional application filing process.

Online users that are responsible for multiple locations can manage them all through the program.

An approved permit is sent directly via email for printing and safekeeping.
-
Permits not approved online can still be submitted online to be reviewed by an engineer.
Eligibility Requirements:
-
Currently the program is available for Dry Cleaning machines, Spray Booths, Emergency Internal Combustion Engine Registrations, and some Rule 222 Registrations including Negative Air Machines, Boilers/Heaters, Charbroilers, Industrial Cooling Towers, Power Pressure Washers, Tar Pots/Tar Kettles, Food Ovens, Storage of Odorants, Urea Storage, Portable Diesel Heaters, Diesel Fueled Boilers, Asphalt Day Tankers, Asphalt Pavement Heaters, and Micro-turbines. Additional permitting modules are planned for release in the near future.

Applications that can demonstrate compliance with South Coast AQMD regulations online are eligible to receive a permit directly via email. As conservative assumptions are used online, applications that require additional review can still be submitted and a South Coast AQMD engineer will be assigned to complete the process.

Applications for Spray Booths need prior approval to begin. Please email onlinepermits@aqmd.gov with your username for access.

Interested applicants should ensure that any outstanding fees or notices of violation are addressed prior to initiating an online process.

드라이 클리닝 머신 온라인 퍼밋 신청 시스템 안내
SCAQMD에서 새롭게 개발한 온라인 퍼밋 신청 시스템을 소개하게 되어 기쁩니다. 아래 자격 요건에 해당하는 신청자들은 이제 이 온라인 시스템을 이용해 신청서를 작성하고 이메일로 퍼밋 (Permit to Operate)을 받아볼 수 있게 되었습니다. 온라인 퍼밋 신청 프로그램은 현재 드라이 클리닝 머신에 한해 이용 가능합니다.
온라인 퍼밋 신청 프로그램 사용의 장점:
- 신청에서 발행까지 짧게는 몇주에서 길게는 몇달까지 걸리던 기존의 과정과 비교했을 때 온라인으로 신청서를 작성하고 퍼밋을 받기까지 약 30 - 40분밖에 소요되지 않습니다.
- 승인된 퍼밋은 직접 프린트하여 보관할 수 있도록 이메일로 보내드립니다.
- 여러 로케이션을 운영하는 사용자의 경우 이 프로그램을 사용해 모든 로케이션을 한번에 관리할 수 있습니다.
자격 요건:
- 현재 온라인 퍼밋 신청 프로그램은 드라이 클리닝 머신에 한해 이용 가능하며, 추후 다른 장비 또는 설비를 위한 온라인 퍼밋 신청 시스템 또한 소개할 예정입니다.
- 신청서가 SCAQMD의 규정에 부합하는 경우에만 이메일로 바로 퍼밋을 받아볼 수 있습니다. 추가 검토를 요구하는 신청서 또한 온라인 퍼밋 신청 프로그램을 이용해 작성할 수 있으나 이 경우 바로 퍼밋을 받아볼 수 없고 추가 검토를 위해 서류가 엔지니어에게 배정되게 됩니다.
- 온라인 퍼밋 신청 프로그램을 사용하기에 앞서 SCAQMD에 미납된 fee 또는 미해결된 Notice of Violation (NOV)가 없는지 다시 한 번 확인하여 주시기 바랍니다.

As of January 1, 2021, all PERC dry cleaning systems within South Coast AQMD must be removed from service by physically removing the machine, or by disconnecting utilities (electric, steam) to the machine and draining all PERC from the machine tanks. Click for details. (PDF, 277kb)
Rule 1421 – Control of Perchloroethylene (PERC) Emissions from Dry Cleaning Systems는 1994년에 캘리포니아 주의 드라이 클리닝 대기 중 독성 관리 조치 (ATCM)와 연방 유해 대기 오염 물질에 대한 국가 배출 표준 (NESHAP) 의 요구 사항을 반영하기 위해 제정되었습니다.
