U.S. 401 Business/Ramsey Street to All American Freeway

Work on the Fayetteville Outer Loop (I-295) from U.S. 401 Business/Ramsey Street to All American Freeway – referred to as Section DA – was completed in three stages:

  • I-295 from Ramsey Street to Murchison Road, which was completed in August 2016
  • I-295 from Murchison Road to Bragg Boulevard, which was completed in August 2014
  • I-295 from Bragg Boulevard to All American Freeway, which was completed in December 2016

All American Freeway to Cliffdale Road

Referred to as Section CB, construction of I-295 from the All American Freeway to Cliffdale Road is complete. This section opened to traffic on Nov. 26, 2019, following a ribbon-cutting event​.

Cliffdale Road to U.S. 401 (Raeford Road)

The N.C. Department of Transportation awarded an $100.6 million design-build contract in June 2016 to the project team of Barnhill Contracting Co., Sanford Construction and HDR Engineering for work on Section CA, a 2.7-mile stretch from Cliffdale Road to U.S. 401/Raeford Road.

Design-build allows all aspects of a project from design through construction to be completed under a single contract.

Construction began in August 2017. Work also included replacing the Lake Rim Runoff bridge on Old Raeford Road over Bones Creek. The new bridge opened in December 2017.

This segment opened to traffic on Aug. 19, 2020​, allowing drivers to exit and enter at the new Raeford Road interchange. ​This contract also includes extending the Outer Loop south of Raeford Road to near Century Circle. The expected completion date for this entire segment is summer 2022.

U.S. 401 (Raeford Road) to Camden Road

In July 2022, NCDOT awarded a $151.8 million contract​ to construct what will be the final leg of the Fayetteville Outer Loop – just south of U.S. 401/Raeford Road to Camden Road. Construction is scheduled be complete by the summer of 2026.

This 5-mile segment, known as Section B, will have interchanges/exits at Camden Road and Strickland Bridge Road in Cumberland County. The development of this project and the awarding of a contract had been delayed by three years due to prior funding issues and settlements associated with the Map Act court ruling.

Camden Road to I-95

In December 2017, a $129.7 million design-build contract was awarded to the Wilmington-based team of Balfour Beatty Infrastructure Inc., Branch Civil Inc., and STV Engineers Inc. The team will design and build Section A – Camden Road to I-95 near the Robeson-Cumberland county line. Construction began in the spring of 2019.

On Nov. 21, 2022, NCDOT opened a two-mile segment of I-295 from Parkton Road (Exit 2) to Black Bridge Road (Exit 4), southwest of Hope Mills. The portion of the outer loop from the new Camden Road interchange to I-95 in northern Robeson County, which includes this segment, is scheduled to be completed and opened to traffic by the summer of 2024.

In 2021, the widening of I-95 to a total of eight lanes between mile markers 37 and 41 was added to this segment's contract at an additional cost of $103 million. The widening of this section is scheduled to be completed by the summer of 2025.
