  • Civil Society Organizations Urge End to IMF Surcharges to Finance Climate Action Instead

    Dear IMF executive directors, 

    Following the completion of COP27 and the IMF Managing Director’s plea for decision makers to “do the right thing” to forestall a climate disaster, the undersigned organisations and individuals call upon the IMF to urgently address one of the most glaring and easily rectifiable contradictions between its stated support for a just transition and its actions by immediately ending its surcharge policy. 

    As the world watched deliberations at COP27, the choices ahead were made crystal clear by the United Nations Secretary General during his opening remarks: “We must cooperate or perish”. Discussions at COP again emphasised the dire need for climate finance to be made immediately available and for what the V20 calls a “fit-for-climate” global financial system. Contrary to the established consensus and the rhetoric of important IMF shareholders of the need for urgent action, projections indicate that debt-vulnerable countries already facing multiple crises and a worsening economic outlook may have to pay nearly $8 billion from 2021 to 2028 in surcharges. This is a vast sum that should be used to finance climate action and to strengthen countries’ ability to meet their international human rights obligations. The fact that these resources will instead be used to support the IMF’s counter-productive and unnecessary policy makes a mockery of IMF statements emphasising its support for a just transition. 

    Our call is not new. The present letter follows our previous April statement, signed by over 250 organisations and experts worldwide. Both are supported by overwhelming evidence demonstrating that the policy is pro-cyclical, likely exacerbates the risk of default and is counter-productive. The policy also violates international human rights law and is unnecessary

    Additionally, as you know, on 26 August, the UN independent Expert on the effects of foreign debt, the Special Rapporteur on the promotion and protection of human rights in the context of climate change and several other United Nations Independent Experts and Special Rapporteurs added to the above-mentioned apprehension and evidence in a letter to IMF Managing Director, Kristalina Georgieva. The letter was sent under the communications procedure of the Special Procedures of the United Nations Human Rights Council and expressed concerns “with the impact of the surcharge policy on the enjoyment of the human rights in affected countries” and requested a reply to six questions. Disappointingly, particularly given the IMF’s status as a UN specialised agency and its stated focus on multilateral cooperation, to our knowledge the IMF has to date deemed the communication unworthy of a response. Considering the significant concerns raised by the letter, we call on the Board to ensure the Managing Director urgently replies to it. 

    Given the many challenges faced by middle- and low-income countries and in particular their most vulnerable populations, the retrogression on poverty reduction, and considering UNCTAD’s warning that the Sustainable Development Goals are unlikely to be met, we reiterate our demand that the IMF executive board act immediately to put an end to this damaging, counterproductive and unnecessary policy.

    Estimados directores ejecutivos del FMI,

    Tras la finalización de la COP27 y el llamado de la Directora Gerente del FMI para que los responsables de la toma de decisiones "hagan lo correcto" para evitar un desastre climático, las organizaciones e individuos abajo firmantes piden al FMI que aborde con urgencia una de las contradicciones más evidentes y fácilmente rectificables entre su apoyo declarado a una transición justa y sus acciones, poniendo fin de forma inmediata a su política de sobrecargos.

    Mientras el mundo observaba las deliberaciones de la COP27, el Secretario General de las Naciones Unidas dejó muy claras las opciones que se avecinaban durante sus palabras de apertura: “Debemos cooperar o perecer”. Las discusiones en la COP nuevamente enfatizaron la necesidad imperiosa de que el financiamiento climático esté disponible de inmediato y de lo que el V20 llama un sistema financiero global "adecuado para el clima”. Contrariamente al consenso establecido y la retórica de importantes accionistas del FMI sobre la necesidad de una acción urgente, las proyecciones indican que los países vulnerables a la deuda, que ya se enfrentan a múltiples crisis y a un deterioro de las perspectivas económicas, podrían tener que pagar casi 8.000 millones de dólares entre 2021 y 2028 por concepto de sobrecargos. Se trata de una cuantiosa suma que debería utilizarse para financiar la acción climática y para fortalecer la capacidad de los países de cumplir con sus obligaciones internacionales en materia de derechos humanos. El hecho de que estos recursos se utilicen, en cambio, para apoyar la política contraproducente e innecesaria del FMI es una ironía respecto a a las declaraciones del FMI en las que destaca su apoyo a una transición justa.

    Nuestro llamado no es nuevo. La presente carta sigue a nuestra anterior declaración de abril, firmada por más de 250 organizaciones y expertos en todo el mundo. Ambas están respaldadas por evidencia abrumadora que demuestra que la política es procíclica, probablemente exacerba el riesgo de impago y es contraproducente. La política también viola el derecho internacional de los derechos humanos y es innecesaria.

    Además, como saben, el 26 de agosto, el experto independiente de la ONU sobre los efectos de la deuda externa, el Relator Especial sobre la promoción y protección de los derechos humanos en el contexto del cambio climático y varios otros Expertos Independientes y Relatores Especiales de las Naciones Unidas se sumaron a la referida aprehensión y evidencia en una carta a la Directora Gerente del FMI, Kristalina Georgieva. La carta se envió en el marco del procedimiento de comunicaciones de los Procedimientos Especiales del Consejo de Derechos Humanos de las Naciones Unidas y en ella se expresó la preocupación “por el impacto de la política de sobrecargos en el disfrute de los derechos humanos en los países afectados” y solicitó una respuesta a seis preguntas. Lamentablemente, teniendo en cuenta el estatus del FMI como una agencia especializada de la ONU y su enfoque declarado en la cooperación multilateral, hasta donde tenemos conocimiento, el FMI ha considerado que la comunicación no merece una respuesta. Teniendo en cuenta las importantes preocupaciones que plantea la carta, hacemos un llamado para que la Junta se asegure de que la Directora Gerente responda a la misma con urgencia. 

    Teniendo en cuenta los numerosos desafíos que enfrentan los países de ingreso medio y bajo y, en particular, sus poblaciones más vulnerables, el retroceso en la reducción de la pobreza, y considerando la advertencia de UNCTAD de que es poco probable que se cumplan los Objetivos de Desarrollo Sostenible, reiteramos nuestra demanda de que el directorio ejecutivo del FMI actúe de inmediato para poner fin a esta política perjudicial, contraproducente e innecesaria.

  • Civil Society Organizations Urge End to IMF Surcharges to Finance Climate Action Instead

    À la suite de la COP27 et de l'appel lancé par la directrice générale du FMI aux décideurs et  décideuses pour « faire ce qu'il faut » afin d'éviter une catastrophe climatique, les  organisations et les personnes soussignées demandent au FMI de s'attaquer d'urgence à l'une  des contradictions les plus flagrantes et les plus facilement rectifiables entre son soutien déclaré à une transition juste et ses actions en mettant immédiatement fin à sa politique de commission additionnelle. 

    Alors que le monde observait les délibérations de la COP27, les choix à venir ont été  clairement énoncés par le Secrétaire général des Nations Unies dans son discours d'ouverture  : « Nous devons coopérer ou périr ». Les discussions de la COP ont une nouvelle fois mis  l'accent sur la nécessité impérieuse de rendre le financement climatique immédiatement  disponible et de mettre en place ce que le V20 appelle un système financier mondial « adapté  au climat ». Contrairement au consensus établi et à la rhétorique des principaux actionnaires  du FMI sur la nécessité d'une action urgente, les projections indiquent que les pays les plus  vulnérables sur le plan de leur dette, déjà confrontés à des crises multiples et à une  détérioration des perspectives économiques, pourraient devoir payer près de 8 milliards de  dollars de 2021 à 2028 en commissions additionnelles. Il s'agit d'une somme considérable qui  devrait être utilisée pour financer l'action climatique et renforcer la capacité des pays à  respecter leurs obligations internationales en matière de droits humains. Le fait que ces  ressources seront plutôt utilisées pour soutenir la politique contre-productive et inutile du FMI  tourne en dérision les déclarations du FMI soulignant son soutien à une transition juste. 

    Notre appel n'est pas nouveau. La présente lettre fait suite à notre précédente déclaration d'avril, signée par plus de 250 organisations et expert-e-s du monde entier. Toutes deux  s'appuient sur des preuves accablantes démontrant que cette politique est procyclique, qu'elle  exacerbe probablement le risque de défaillance et qu'elle est contre-productive. Cette politique  viole également le droit international relatif aux droits de l'Homme et est inutile

    De plus, comme vous le savez, le 26 août, l'Experte indépendante des Nations Unies sur les effets de la dette extérieure, le Rapporteur spécial sur la promotion et la protection des droits  de l'homme dans le contexte des changements climatiques et plusieurs autres Expert-e-s indépendant-e-s et Rapporteur-se-s spéciaux-les des Nations Unies ont ajouté aux  appréhensions et preuves susmentionnées dans une lettre adressée à la directrice générale  du FMI, Kristalina Georgieva. Cette lettre, envoyée dans le cadre de la procédure de  communication des procédures spéciales du Conseil des droits de l'Homme des Nations unies,  exprime des inquiétudes quant à « l'impact de la politique de commission additionnelle sur la jouissance des droits de l'Homme dans les pays affectés » et demande une réponse à six  questions. Il est décevant de constater que, malgré le statut du FMI en tant qu'agence  spécialisée des Nations Unies et son objectif déclaré de coopération multilatérale, le FMI a, à  notre connaissance, jugé que la communication ne méritait pas de réponse. Compte tenu des  préoccupations importantes soulevées par cette lettre, nous demandons au Conseil  d'administration de veiller à ce que la directrice générale y réponde de toute urgence. 

    Compte tenu des nombreux défis auxquels sont confrontés les pays à revenu intermédiaire  et faible, et en particulier leurs populations les plus vulnérables, de la régression de la  réduction de la pauvreté et de l'avertissement de la CNUCED selon lequel il est peu probable  que les objectifs de développement durable soient atteints, nous réitérons notre demande au  Conseil d'administration du FMI d'agir immédiatement pour mettre fin à cette politique  néfaste, contre-productive et inutile.

  • Civil Society Organizations Urge End to IMF Surcharges to Finance Climate Action Instead

    • إلى مجلس إدارة صندوق النقد الدولي 

      السادة المديرين التنفيذيين لصندوق النقد الدولي المحترمين،

      بعد االنتهاء من القمة العالمية للمناخ كوب 27 وعقب مناشدة المديرة التنفيذية لصندوق النقد الدولي لصناع القرار من أجل "فعل الشيئ الصحيح" من أجل تفادي الكارثة المناخية، تدعو المنظمات واألفراد الموقعون أدناه صندوق النقد الدولي إلى القيام بتصحيح مستعجل  وسهل االنجاز ألحد أكثر تناقضاته وضوحا والمتعلقة بانعدام االنسجام بين الدعم الذي عبر عنه الصندوق على الورق لالنتقال العادل وما  يقوم به في الواقع وذلك من خالل إنهاء سياسة الرسوم اإلضافية.

      فبينما يتابع العالم فعاليات قمة المناخ كوب 27 ،حذر األمين العام لألمم المتحدة بوضوح خالل كلمته االفتتاحية أنه علينا "التعاون أو  الهالك". وقد ركزت المناقشات خالل قمة المناخ على الضرورة القصوى للتوفير المستعجل للتمويالت من أجل المناخ خاصة من خالل  وضع نظام مالي دولي مالئم وفقا لما دعت إليه مجموعة العشرين األكثر عرضة للتغيرات المناخية. فخالفا لالعتقاد السائد وخطاب  أعضاء صندوق النقد الدولي بشأن الحاجة إلى اجراءات مستعجلة، تشير التوقعات إلى أن الدول المثقلة بالديون -التي تواجه بالفعل أزمات  متعددة وتدهورا لألداء االقتصادي- مطالبة بأداء رسوم إضافية قدرها 8 ماليير دوالر ما بين 2021 و2028 ،وهذا مبلغ ضخم كان  ينبغي ضخه لتمويل العمل المناخي وتعزيز قدرات الدول في االستجابة اللتزاماتها في مجال حقوق اإلنسان. إال أنه في الواقع ستستخدم  هذه الموارد المالية لخدمة سياسة غير مبررة لصندوق النقد الدولي ذات نتائج عكسية والتي تجعل من نداءات الصندوق بشأن االنتقال  العادل أمرا مثيرا للسخرية. 

      إن مناشدتنا ليست حديثة العهد. فالرسالة الحالية تأتي بعد رسالة في أبريل الماضي بتوقيع من 250 منظمة وخبراء من مختلف أنحاء  العالم، وكال الندائين مدعوم بأدلة دامغة توضح أن الضرر الناتج عن الرسوم اإلضافية غير الضرورية يؤدي إلى تفاقم خظر التخلف عن  أداء الديون ويسبب خروقات للقانون الدولي لحقوق اإلنسان. 

      كما اليخفى على علمكم أنه في الـ26 من غشت/آب، قام كل من خبير األمم المتحدة المستقل المعني بآثار الديون الخارجية، والمقرر  الخاص المعني بتعزيز وحماية حقوق اإلنسان في سياق تغير المناخ، وعدة خبراء مستقلين ومقررين خاصين آخرين تابعين لألمم المتحدة بإدراج المخاوف واألدلة المذكورة أعاله في رسالة موجهة إلى المدير التنفيذي لصندوق النقد الدولي، كريستالينا جورجيفا. وتم إرسال  الرسالة في إطار إجراء البالغات في اإلجراءات الخاصة لمجلس حقوق اإلنسان التابع لألمم المتحدة، حيث تم التعبير عن قلق بالغ "إزاء  تأثير سياسة الرسوم اإلضافية على التمتع بحقوق اإلنسان في البلدان المتضررة" كما تضمنت الرسالة طلبا لإلجابة على ستة أسئلة. ومن  المخيب لآلمال، ال سيما بالنظر إلى وضع صندوق النقد الدولي كوكالة أممية متخصصة وتركيزه المعلن على التعاون المتعدد األطراف،  أنه اعتبر هذا الطلب غير جدير بالرد. وبالنظر إلى القضايا الهامة التي أثارتها الرسالة، ندعو مجلس إدارة الصندوق إلى أن يطلب من  المديرة التنفيذية أن تجيب على الرسالة في أقرب وقت. 

      وبالنظر إلى التحديات المتعددة التي تواجهها الدول ذات الدخل المتوسط والمنخفض وخاصة الشعوب األكثر عرضة للهشاشة، باإلضافة  إلى تراجع جهود القضاء على الفقر في سياق حذر فيه مؤتمر األمم المتحدة للتجارة والتنمية )األونكتاد( بأنه من غير المحتمل تحقيق  أهداف التنمية المستدامة، فإننا نجدد دعوتنا لمجلس إدارة صندوق النقد الدولي للعمل بشكل آني من أجل إنهاء سياسة الرسوم اإلضافية  ذات النتائج العكسية والضارة وغير الضرورية.
