This briefing paper provides an overview of the German national legal framework on universal jurisdiction—which provides the authority to national courts to investigate and prosecute international crimes committed on foreign territory by foreign nationals.  

It focuses on the international crimes of genocide, war crimes, crimes against humanity, torture, and enforced disappearance.

This paper forms part of a series written by the Open Society Justice Initiative in partnership with TRIAL International, which seeks to contribute to a better understanding of domestic justice systems among legal practitioners to support the development of litigation strategies.
