Traffic Safety - As enacted, enacts the "Jabari Bailey Highway Safety Act," which requires drivers to change lanes or reduce speed upon approaching a stationary vehicle that has flashing hazard lights activated; increases fines for failing to change lanes or reduce speed upon approaching a stationary emergency, recovery, highway maintenance, solid waste, utility service, or other vehicle that has flashing lights activated. - Amends TCA Title 55, Chapter 8.
